Sending ASCII Print stream to an OUTQ that generates a PDF

I am trying to generate a PDF version of my company's invoice by sending it to and output queue with a PSF config that creates a PDF. It works great with a regular spool file, but when I use my forms package to merge that data and the form, it goes on hold. I know that this is due to my formspackage creating a spool file in ASCII format. Is there a way to make this work?
