This post is to help those other BPCS users out there who may have seen this message pop up for a few of their users. After much digging and searching I narrowed down and solved a problem within our BPCS environment and wanted to share with others. Every now and then users would have problems calling menu programs. The job log would show that the call to a program ended abnormally along with the MCH5802 message. This problem can be resolved by assigning the affected user a unique output queue within their device description. Then when program SYS501C attempts to use the CHGJOB command, the user is not fighting for the same generic output queue.
