CWBCO1003: 10054 occurs on all but first attempt to start session

I am running CA Express on a W98 PC remotely connected to our LAN via a 2210 n-way router. All is fine until I end a PC5250 session and disconnect from the router. When I reconnect to the router I cannot get a PC5250 session due to a PC5250 License Error CWBCO1003 - 10054. At some point thereafter the problem somehow resets and I am able to get another 5250 session. I have yet to determine the timing or what causes the reset. OS400 V4R4M0 with latest CUM pack Client Access V4R4M0 WS Program V4.3 I have included the detail trace (if anyone can read it!)

Additional info... Rebooting the client machine facilitates reconnect and start session (Logging off windows is sufficient). TELNET works fine throughout. Now the question has become, "why does PC5250 get the CWBCO1003-10054" on all but the first connection?".

Turns out APAR II10918 says it all...ie. set the license release time to 0 minutes in CA Properties, OTHER tab. That is all.
