There are various software packages that will do that. Aldon's CMS will control your source and do everything you need. Most people, however, don't use Aldon's internal cross-reference, but use Hawkeye's Pathfinder seperately for that function. My company uses Softlanding's Turnover in conjunction with Hawkeye. Both CMS and Turnover have the capability to automatically use the Pathfinder files to make it's decisions.
