Last Used Date change from Client

Our web developer states that several LFs are being used, however all of the files in question carry a "Last Used Date" of blanks.

My question is: Is the "Last Used Date" of a file changed when the access to the file comes from a client (Web; OLE; ODBC; etc.)?
