Can't Connect to AS/400

I have a Connectronix Prime 5250 emulation board in a PC clone. Installed CA400 V3R1M2 and SF52313 service pack. Set up NS Router and connection. When trying to connect to AS/400 I get CWBSY1000-Communication error while validating security information on system ETHEL. ETHEL is the name of the SYSTEM36 guest machine on our AS/400 running V3R7 OS/400. I do not get a sign-on screen so I can't figure out what the security issue is. In the NS/Router window I have the following messages: Initialization completed.Connecting to system APPN.ETHEL via local name APPN.M0.Connection to system APPN.ETHEL has failed.Cannot establish a physical connection. This may be caused by a configuration error. We also have the Connectronix software installed which is able to connect to the AS/400 with both an AS/400 and AS/36 display sessions.

Check your AS/400 for error message CPF1269 and verify the Reason Code, it will tell you what the problem is. When two go together one sees before the other.
