IBM: Targeted Spear Phishing Attacks on the Rise

Currently, any object you upload to the AS/400 (I-Series) via tape, cd, or some other media defaults to QDFTOWN authority. This prevents the object from interacting with sensitive system operations or files without explicit authorization. The internet works on the metaphor that anything you upload to your PC (cookies, email, viruses, whatever) has QSECOFR authority and can do anything. If IBM has demonstrated at least one possible solution, why isn't the computer industry as a whole embracing it? Or at least looking for multiple solutions so that the Internet paradigm can remain viable?
