Using The Integrated Modem For Data Communications

We recently purchased a Model 820 that has an internal modem. Does the system need to connect to the Internet in order to use this modem? The IBM web site has documentation using the modem to communicate with Electronic Customer Support via the Universal Connection wizard. Our system is not Internet enabled at this time. Until it is, the modem is not used?
