    Look at the employer. A city. A small city probably. I would venture that some one who is from the area would the ONLY interested party. IF they can find someone who fits their "requirements".

DUTIES: Under the supervision of the MIS Division Manager, ensures the stable operation of the City’s computer software systems. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network software and communication links. The person will also analyze and resolve end user software program and connectivity issues, and provide end user training where required. Administers, directs, and evaluates all information services applications in the AS400, intranet/internet, client server and LAN environment. Develops, maintains and implements information processing plans for the present and future. Assists in the planning of requirements for computer hardware, software and peripherals to ensure adequate capacity for all information processing needs. Serves as liaison for all City departments in developing short and long range goals of all information processing requirements. Oversees the schedules of all developments projects. Reports to, and advises the MIS Division Manager on plans, projects and functions as well as all problems or accomplishments in the information systems program. Provides system planning, consultation and advisory service to all departments. Assists in sharing software resources between departments where appropriate. Assists the MIS Division Manager in the preparation and administration of the data processing budget. Performs server hardware servicing and preventative maintenance to reduce systems expenses and down time. Maintains the Software Library. Supervises MIS Division Data/System Programming staff. (These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as required.) MINIMUM REQUIREMENTS: Graduation from an accredited four (4) year college or university with a degree in business administration, accounting, data processing or a related field. Four (4) years of progressively responsible experience in all technical/maintenance functions of an information systems facility, which included three (3) years in a responsible supervisory capacity. Minimum three years experience in an AS/400 environment. Demonstrated experience in supporting Microsoft sequel server databases, creating SQL queries and generating reports is required. (A comparable amount of training, education or experience may be substituted for the above qualifications.) PAY GRADE: 123 HOURLY SALARY: $19.8337 - $29.7510 ANNUAL SALARY: $41,254.10 - $61,882.08 Rate of pay shall be established as outlined in the City Rules and Regulations.         It may be possible. . . . . I don't see anywhere in the requirements where it says that a knowledge of the English language is necessary. Dave
