From iSeries Memorandum to Users VERSION 5 RELEASE 3.0 ----> 3.37.22 Perform Hardware Configuration Operation (QYHCHCOP) API restriction In V5R3, the Perform Hardware Configuration Operation (QYHCHCOP) API will return a "not supported" response when called with a Request type of LPARRequest (1) on an eServer(TM) i5. The DiskRequest (2) Request type will continue to be supported. The alternative interface for performing logical partition (LPAR) configurations is to use the Hardware Management Console support.

One way to get this done is to use ssh on the AS/400 to communicate with the HMC and issue the LPAR config commands that way...
