Are you referring to the actual "threads" or number of jobs processing? If you only want to change the number of jobs processed in qbatch, CHGSBSD QBATCH MAXJOBS(#). However, batch jobs are submitted via job queue. If your jobq is set to MAXACT 1, no matter what your subsystem is set at, only one job will go active. To change this, CHGJOBQE SBSD(QBATCH) JOBQ(JOBQ NAME) MAXACT(#).
