Prior to V2R3, IBM recommended frequent IPLs to recover unused spool storage. With V2R3, IBM introduced the command Reclaim Spool Storage (RCLSPLSTG), which can be run anytime. It's also incorporated in the cleanup routines associated with ASSIST.
