Commitment control and READE

I am hoping someone can help me understand this issue. The interactive job is under commitment control *CHG. The program sets the lower limit in a file by a partial key and then reads equal by that key. Another interactive job under commitment control has updated the file but has not committed the updates. The first job gets the error CPF5027 error message ( Record in use by job 111111/USER/JOB). The record being updated in the second job does not have the same key as the first job(i.e. ORDNIH is different).

Since the program is reading the file by key, why is it trying to retieve a record with a different key?
