Does anyone know of (and, maybe more importantly, have any code examples of) an API that can be used to list subsystems including their current states (i.e. active vs. inactive)? Thanks, in advance for your help.

List Subsystem API?
What you want is Retrieve Subsystem Information (QWDRSBSD) API or/and List Active Subsystems (QWCLASBS) API. Depending on what your trying to accomplish you may also need to use some Object API's.
