Retrieve a file from a web site without using a PC

The FEDWIRE web site contains a downloadable file containing the "official" list of valid ABA routing numbers. The only way to download the file is with HTTPS. I would like to download this file daily to update the database on the AS/400 without operator intervention. If it was available with FTP I would have no problem doing it but don't have a clue how to get it to the AS/400 using HTTPS, except by first downloading it to a PC. Any way to do this unattended without a PC?
