QAUDJRN is not on system

We have two AS/400's and QAUDJRN does not exist on either of the systems. We need to start auditing(SOX) and so I need to start/create this journal reciever. Does anyone know how to accomplish this task? Is it an IPL parameter or system tools. I've exhausted all resources and I know someone from here will know the answer... thanks, Sherri
